The reason the inauguration was moved indoors was not the temperature. It is no different than any January day or any other cold weather for an inauguration. Since 1961 when JFK went hatless no president has been inaugurated wearing a hat. Bald Trump is an abomination and that is what they are trying to hide.
According to some talking head on CNN later that night on the day it was released, it was supposed to look "menacing"... in order to send a message to world leaders that he's a tough guy.
I'll just leave that there to ruminate over.
As far as Mr. Racoon Eyes, he looks like one of those marmots that pop their heads up out of the ground to check for danger, then quickly retreat at the slightest signs of movement.
